Bureau Of Labor Statistics. The distinctly different function of the Bureau of Labor Statistics, which the law defines as the collection of " statistical details in regard to all departments of labor in the state," in comparison with the other divisions of the Department, which are charged with the enforcement of law, renders it unnecessary to review the " operation " of this Bureau. Such report of operations is not in fact, directed by the law in its case as it is for the other Bureaus. The scope and character of its work fully appear in its own reports, in the Quarterly Bulletins of the Department, and in the statistical portions of the reports of the other Bureaus. One special feature of the Bureau's work this year may be mentioned, however. This is an investigation of the cost of industrial accidents, both to injured employees and to employers. Such special investigation was in contemplation by the Bureau last year and tentative steps in preparation therefor had been taken when the Legislature of 1909 provided for a special commission to investigate the general subject of employers' liability, and directed that the Department of Labor should co-operate with that commission so far as practicable. After consultation with the commission the proposed investigation was carried out by the Bureau for the purpose of such co-operation and the final results are now being prepared for presentation to the commission as this report goes to press.
