In many cases the psychiatrists would abuse and mentally torture her themselves, by trying to pressure Maureen into denying that these accusations of her family really occurred. If not for the brave assistance and help of a few individuals who were willing to step forward and intervene on her behalf, it is quite possible that Maureen would not have been able to push forward and achieve any productive results, including this book. Her parents instilled in her andher siblings the belief in family and the strength andpower of prayer. Raised in northwest Detroit Shayattended and graduated from Mumford High School (aDetroit Public School). After testing the waters of theworkforce for a year Shay then turned to the historical black college, Wilberforce Universityfor her undergraduate studies. In 1998 Shay graduated from Wilberforce with a BachelorsDegree in Mental Health. Upon returning to Detroit, Shay took a position as team leaderand subsequently supervisor at Vista Maria; utilizing her education and working with youngladies with social and educational disabilities. After several years at Vista Maria she turned herattention to teaching. She has and is currently serving as a 4th and 5th grade teacher at theNew Providence Academy. Shay has always had a passion for kids, it is her belief that withthe support of spiritual leaders, parents, teachers, family, and positive role models our youthof today will be ready to face any challenges that come against them. In the fall of 2003 Shaywas introduced to Anthony W. Moton, the man she would marry. What God puts togetherlet no man tear them apart, this belief is a continuation that Shay learned early in life andit is something she and her husband continue to believe in. ICE Needs to Establish Staffing Models for Managing Mental Health Care Needs In our 2008 report, entitled ICE Policies Related to Detainee Deaths and the Oversight of Immigration Detention Facilities, we stressed the importance of aligning clinical staffing with ICE 8 strategic planning for detention management. However, ICE has not established an allocation plan that aligns staffing with the detention facilities mental health case load. Without such staffing allocation plan, ICE cannot be assured of each facilitys ability to provide detainees with an acceptable level of health care. Mental health staff at facilities also commented that the standard for staffing plans should be aligned with the workload of each facility, the number of patients requiring medical services, and available bed space at each facility. While ICE does not have a standard definition for a mental health team, one clinical director identified a psychiatrist, psychologist, and social worker as key members of such team. Of the 18 IHSC-staffed facilities, 11 facilities were allocated positions for a minimum of one psychiatrist, psychologist, and social worker. Among the most important considerations that determine the ability of mothers of children out of wedlock to maintain themselves and their children are their physical condition and their mentality, for the mothers mental and physical fitness and ability to care for her child, as well as her earning capacity, are largely dependent upon these factors. They must be taken into account by any social agency in planning what arrangements can best be made for the childs care and in deciding whether the mother and child are to be kept together or separated. During the childs infancy the primary need is for nursing care and, unless the mothers physical condition is such as to menace the childs health, other considerations may be waived for the sake of securing proper nourishment for the infant. Many mothers whose disabilities make them unfit to care for their children as they grow older, may safely be kept with them during the nursing period, if given supervision and financial assistance.
